How to clean ceramic floor tiles???

We have just had our bathroom completely re-done and its all fine apart from the fact we cannot get our floor tiles clean.Most of them appear to have a layer of dust,cement or grout etc.If it was just laying on the surface it would be no problem but some of it seems to be ingrained.We are reluctant to use anything apart from water on them at the moment but if anyone knows how to lift off this layer it would be a great help.
