House rewire quote in essex

Hello thank you for taking the time to read this post. Basically myself and my partner need a new consumer unit in our house as it is ancient. I have had an electirican around this morning and on further investigation the house is not earthed. The guy recommended that we need a whole house re-wire and he showed me why, therefore I have no reason not to believe him. He showed my a plug socket in the lounge which had been jointed to the socket mostly by DUCK TAPE which is unbelieveable. Any way the guy seems to think that it will cost at least £3,000 for the re-wire, £700 for the new consumer unit. Is this reasonable? The house is a two bedroom house and was built in the late 50's early 60's. We live in the Romford area and I know its a long shot but I was just wondering if anyone could recommend a good electrician as we have just moved to the area and don't know anyone around who we can ask.

I always use https://www.mybuilder.com - post your job and explain as much as you can.
Local electricians/plumbers/builders/decorators etc etc then view your job and can send you quotes etc.
I have always found the right person to do the job this way!
They have to be authorised etc etc to be able to accept jobs on this site and if you accept the job online - they have to pay VAT!
