Hi there,
I have a PAP2, but loaded SPA1001 software on it. This allows you to have 2 providers and use one phone. This is documented in the PAP2 thread on this board.
The procedure is reasonably simple and it does work.

We tried that but the PAP2 we bought had the latest firmware on it and it didn't seem to work with that version.0

I have a PAP2 and although you cannot have 2 providers on one line directly, I have done it on both lines via Voxalot.com
It's a bit complicated, and you can't do it with the free local number from Sipgate, as they don't allow call diversion, but you can with Orbtalk and Voiptalk. You register with voxalot.com, for free, and set up details of your cheap call provider(s) with them - you can set up upto 10! Set up your free local number to divert to the voxalot account 123456@voxalot.com etc and then set up the PAP2 to have voxalot.com as the provider for line 1 - and 2 if you set up another.voxalot account.
When someone calls your free local number, it will divert (free) to voxalot, where your PAP2 is registered at, and your phone connected to the ATA will ring. When you dial out, it will use the provider that you have told voxalot to use - such as voipcheap.com (which I think is the best anyway as it has free UK landline calls and cheap mobile rates).
Using orbtalk or voiptalk, you can also divert incoming calls to another number, such as your mobile, when you're out - which is handy.
