Get a bank account with someone you want to get a mortgage with potentially in the future. Get a savings account. Get their credit card.
Show them a history of earning, saving and spending sensibly.

You can have a proxy vote, in any case the point of being on the electoral roll is to demonstrate stability to a lender so you don't actually have to vote if you choose not to. I'm not on the roll and I won't get on in it if it requires paying council tax. And I'm definitely not getting a monthly phone contract as it just doesn't work out well for me. I'll have a look at mortgage quotes, but the BS I'm with at the moment seem to have the lowest calculation per salary, ie only x3.0

Without being on the electoral roll you're seriously limiting your chances of getting any mortgage at all, let alone over x3 (!). Might be worth asking on the mortgage board as well, although you will probably get the same comments again ...0
