I used to work for HSBC Insurance brokers before it was sold to BISL.

I know that we had terrible problems transfering everything to them and a lot of customers left.

The occasions I spoke to them too they weren't exactly helpful, not saying everyone there isn't but you know!

I'd also speak to your bank and request that no more payments go to Budget. They should also use the amounts they have taken to credit your new policies, not keep refunding and taking more money
