Write a letter stating you have phoned him several times but still remain unsatisfied. Request that he comes around to finish the rest of the work and provide your certificate "within the next 7 days". Make the letter sound polite but formal, and send it by recorded delivery.
Give him 7 working days to reply before sending the next letter. Make this along the same lines but add "within 7 days to prevent further action". Again send it recorded.
If no luck, send him another recorded letter giving 7 days but end it "or I will have no choice but to begin legal proceedings".
It's a bit long winded but if he is a reasonable guy it won't go that far. If it does have to go further then you will be looked on sympathetically by giving him plenty of time to get the work done.0
