New to Electoral Roll - What facilities are available?

A work colleague of mine today raised an interesting question. One in which I did not know the answer - hence the reason for sharing it with this MB.
Simon, who is 25 years old, has never been on the Electoral Roll and has his salary paid into his mothers bank account. I dont know what he earns but given his position guess its probably between £18k-£23k
As a result of the forthcoming election he is now confirmed on the Electoral Roll - and posed the question that if he applied for a bank account and credit facilities (with no proven previous history) would he get it?
If not, what would be the best way for him to build up an excellent credit score quickly?

He can most likely get a basic bank account.
This won't give him credit but it will allow him to build a reputation with a bank.
He can then apply for a full current account.
He can take out mobile phone contracts, stuff like that.

Used to be the day when he could go down to the bank with his mother and open a standard account based on his mother's record and evidence of his own pay. Indeed, but even when I was around 9-10[1] I had my own account with Natwest collecting their piggies, and it was that account that I used to put my wages in when I was 16 that required a bank account for BACS payments (customer loyalty probably meant more in those days - I'm more than happy to switch accounts these days.)
Once you've got that first account, and had it for a while, it shouldn't be too much bother to open any normal account with any other bank.
