i don't know if this is possible but..
if the issue is to avoid the LA's fees could you possibly ask the landlord if they will permit your partner to live with you? and to confirm it in writing?
since you passed the credit checks and can pay the rent entirely on your own they may agree? (maybe someone could confirm is this is allowed- as a 'permitted guest' maybe??)
since you have direct contact with the landlord, if they agree to do this you could possibly avoid the LA's fees?0 -

What are they going to do about it? - in effect nothing.
Choices - Pay a further £65 (+£85?) for nothing or pay £0 and get the same outcome. I know where my money would be (or in this case wouldnt be).0 -
if you were my tenant i would be issuing you with a Section 21 notice to quit immediately with that attitude
Your circumstances have changed since originally applying for the flat, and you now want your landlord to take a huge risk by allowing someone he has not checked out or credit checked into his property ?

that is where you are absolutely wrong...
if you move out before the end of the fixed term YOU ARE STILL LEGALLY BOUND TO PAY THE RENT - your girlfriend is not because she is not on the Tenancy Agreement - these are excellent reasons why no landlord will allow anyone to live permanently without beingon a Tenancy Agreement
a "guest" according to DSS is a person who sleeps in the property for 2-3 nights each week....0 -
