If you have paid your class 2 NI conts you should be able to claim contribution based ESA.

Self employed Class 2 NIC counts towards ESA(C)- but not JSA.

Yes they do. They cant claim JSA(C) (Or they wont be awarded it at least) but they can claim ESA(C).
