Re 2nd chance offer

Hi, Approx two weeks ago I placed a bid on an item but did not win the item. I went on to buy from someone else.
I received a 2nd chance offer from them but because id been away for a couple of days I just deleted message as id bought another one elsewhere and didnt reply to them.
Today I get another message for the same item however the seller is United States and the name is totally different from the original seller. Here is a snippet from the email I received :
Congratulations! You have received a Second Chance Offer on the item entitled: for your last bid price of GBP 921.00 Our seller: (I edited this bit out)made you this offer because the winner of the auction is unable to complete this transaction at this time. This transaction will be made through eBay and will be supervised and protected by eBay's Security Center with the new Buyer Protection Program offered by eBay. Transactions with this eBay seller are covered by purchase protection against fraud and description error.
!!! ATENTION !!! IF YOU ACCEPT THIS SECOND CHANCE OFFER PLEASE CONTACT THE SELLER DIRECTLY AT: (I have edited email address out) DO NOT CLICK THE ''Respond Now Button''.
do you think I need to forward this to ebay ? its just the seller is located in the US and I think it could be dodgy.
What do you professional ebayers think ?

Forward to ebay. If in doubt forward to ebay. Think about it, since when did ebay promote contact outside of ebay? Sounds very dodgy to me. Also contact the seller of the item you were bidding on to tell them what is happening, they probably don't know.0

To be honest it looks like a scam to me, ebay would never say :-

Yes the second email you got is a scam. Just send it to ebay.
