central heating but no thermostat?

Moved into a house served by two boilers, see another thread for combi boiler problem. The main old-fashioned boiler serves the central heating and hot water for the original part of the house. For some odd reason the heating comes on when there has been a power cut, even if set to off. I thought I could just turn down the thermostat to get round this, but I can't find a thermostat anywhere! Is this possible? Most but not all the radiators have individual controls bt I still find it strange.

We're the same - our boiler, which is due to be replaced, has no room thermostat attached, only thermo radiator valves on all but one rad. - there's a control within the front panel of the boiler which allegedly controls water temperature but that's it.0
