I was stiffed by an e-bayer who bid for an item and did not pay or answer any e-mails. I have sent him an invoice. Can I or if I give him neg feedback.... Can he/she return neg feedback even though they did not purchase anything?
What should I do.... Others need to be warned, it seems it's not the first time.

If you have gone through the NPB and reclaimed your FVFs without the buyer responding formally then you can leave feedback but they cannot leave you a rating in return. They can leave comments but the rating will just not show up and there will be a note from ebay saying the buyer did not respond to the NPB process.
If you haven't gone through the nPB process then assuming you are still in time do it now.
