Job seekers allowance and working less than 16 hours

Hello, I was wondering whether somebody could help in explaining the rule about claiming job seekers allowance and working less than 16 hours. I'm currently temping at work but have been told my hours may be dropped. I've read on the direct.gov website that you can claim job seekers if you work less than 16 hours but I've spoken to a friend who is in the same position and has not been successful. She is very confused as to why and I'm now worried that I wont be able to claim. I'm on £7/hour and my partner earns £18,500 per year. We have a mortgage and don't earn any other benefits and pay council tax. Can any body help with explaining this better than the job centre people.

As your partner works then you will only be able to put in a claim for contributions JSA if you have paid NI contributions for the tax years 07/08 & 08/09.
You won't actually be any better off financially if you are earning in excess of about £70 per week as any earnings will be offset against JSA. You will probably only get your NI stamp credited.0
