How to you get eBay coupons / vouchers?

Where do you go or what do you do to get eBay vouchers or coupons.
When you make a paypal payment it ask you for your voucher or coupon code. I have never seen anywhere where you can get them from.

Occassionally you see some on the vouchers board here on MSE but they aren't very common and they are usually user specific.
