Can British Gas still charge me for Electricity & Gas from 2007?

Hi, when I first moved to London,after graduation, I joined British gas for my Electricity and Gas and was paying them using the usual monthly billing method. When it came to the 3rd month I hadn't received any bills and constantly provided them with readings for my gas and Electricity. When I moved I gave them my final readings and moved to another place where I remained with british gas. They billed me for my new property but I never received a gas or electricity bill for my old property. I am now with Npower as it is cheaper and I received two collection agency letters from different agencies stating I owe 312.23 for Gas and 284.19 for Electricity for the usage in the old property. Now I need your advice... Can they still chase me for those amounts although they haven't sent me a final bill...ever? Btw I haven't received any invoices from the credit collection agencies either. If I am still liable, I have email confirmations from me submitting my final readings but how can i obtain what i submitted and whether this is equal to what they're billing me? And lastly, as they haven't billed me until now, can I determine the payment plan e.g. pay British Gas £10 each every month cos I cannot afford the whole bill at once. Many thanks for your help...

Of course you are still liable to pay for it, you have admitted yourself that you didnt get a final bill.
Did you inform them of a forwarding address for the final bill.
Did you make arrangementswith Royal Mail to forward your mail.
You will have started a whole new contract at your new address
Write to them and ask them for a final bill. When you get it ask them if you can pay in instalments. I dont think they have to comply though.

They would send you a form to fill out and they basically work out your affordability so it could be £10 a month if thats all you can afford xOverdrafts- £2150.00
