Cost for plastering/ skimming in Manchester?

We live in a traditional Victorian Manchester terraced house with relatively high ceilings.
Our hall stairs and landing need skimming or possibly patching up and relining.
The lounge and dining room are knocked through into one big room. There is an annoying picture rail at eye height (right where you actually need to hang a picture) and we want to take this down and either skim or replaster the walls. We recently did the bathroom and the walls just crumbled when we took the tiles off, so I worry about what will happen when we take the picture rail down!
The measurements for the rooms (in metres )are Lounge 4.89 x 3.30 and Dining Room 3.93 x 3.23 (however these two are knocked into one huge room) and then there are the hall stairs and landing.
How much might it cost to a) skim the walls or b) worst case scenario of having to take the walls back to the bare bones and re-plaster properly?

we had a large lounge done 3 yrs ago. inc the ceiling it cost 650 quid.
(it also inc a very small wall in the kitchen).
