this guy is selling a medion tv like the one from woolies - in dont want it but he is charging 17.5 % paypal surcharge !!!
his three other items are identical to the ones he has already sold, i.e. samsung d600e three weeks old surely he cannot have 2 in exactly the same condition

That is surcharging and is against ebay rules. If he gets noticed then his auction will get removed if ebay get to it in time.
To be honest, i would never buy a high value item off someone with such little feedback.Accept that some days you're the pigeon and some days you're the statue.0 -
Not really a con, seeing as it is clearly stated that he charges an extra 17.5% for Paypal payment, and he IS offering other modes of paying.
I've seen other sellers asking for extra, to cover paypal charges, but not that high
With the phone, not sure, maybe he knows where to get them cheap.0 -

Not a con, but definitely against ebay terms and conditions to add a surcharge. Also, the buyer, by charging a surcharge, loses *any* seller protection he may otherwise have had. Very foolish and will undoubtably be removed when ebay get round to it.

What would happen if you won the item, and then paid via PayPal, but didn't pay the 17.5%???
Would he be able to do a NPB, even though you'd sent him the £310 odd. How would eBay handle this? How would PayPal react to this?
You would be in a standoff position. If you had paid the auction total by paypal the seller couldn't NPB you but he could neg you. The buyer could do a non performing seller complaint on the seller but it is more likely the auction would be closed down before all that happened.
