i watch tv at present via a radeon all in wonder 9800 and the supplied software is awful is there any free software i could use to watch tv on my pc

Why not hook up a digital freeview set top box to the video in feature of your card. Your reception will depend upon local reception conditions and aerial suitability.
You can get freeview digital PC cards that can record in the original broadcast format. Some ideas and views here.

My favourite application for viewing analog TV is DScaler. It's free, open source and can even work with older cards that don't have XP drivers. With some cards you may need to route sound directly to your soundcard, but it generally works well.

Analogue won't be here for ever. Some regions will lose analogue by 2008. See this rather useful site.
