Retainagroup - is this a scam?

Letter from Retainagroup sent addressed to my late mother regarding the code which is etched into the windows of her Fiat car which is linked to the International Security Register (ISR). They claim the vehicle is registered in the name of the previous owner, and offer ISR membership for the change of owner for £30. Something doesn't seem quite right as I have been the registered keeper of the vehicle for over 18 months since my mother's death, and my late mother had owned the car for 6 years herself. She bought the car when it was under a year old from the garage who had used the car for their own use from new.
Has anybody heard of this company and their "services" or is it a scam?

Thanks postmanpat68. It does all look legit - I just thought it was strange it had taken them over 7 years to notice that the car had changed owners, and then to write to a person who had not been the owner/registered keeper for over 18 months either.0
