Fixed rate cash ISAs

Northern Rock do a 3 year stepped ISA. Year 1 is 3.5%, Year 2 is 4% and Year 3 is 4.5%. This was the best rate I could find but haven't seen it advertised anywhere. They also do a 5 year stepped ISA with a better return still. Just thought I would pass it on.
