Are credit card cheques illegal?

Is it illegal for credit card providers to send you a letter with credit card cheques in for balance transfers? I thought I read it somewhere. I got a letter from Halifax yesterday of this type. I don't have any balances to transfer, and my Halifax Visa balance is zero too, so it's irrelevant to me.

OK, maybe 'illegal' was the wrong word, I thought i'd read something somewhere, maybe it was that BBC link? It was from July last year though, so maybe that's why I didn't remember it exactly right. Apologies to those who thought it was a dumb question.
