Reporting a landlord? Please help!!

We live in a 3 bed semi detached house and our adjoining neighbours are tenants.

We know the landlord and due to various reasons are not on the best terms with him (no physical or verbal fights or anything but he knows we don't like him... with good reasoning!)

The tenants are a nice family.

The problem we have is that the quality of the flooring next door is absolutely dire. We have cellars so the floorboards vibrate due to the hollow space under it. From looking at their carpets, they are the absolute cheapest money can buy with little or no underlay. We can hear every footstep, especially when their 3 y/o daughter is running round (as kids tend to do!)

We were forced to go over this evening to ask them to keep it down after what sounded like multiple pianos being chucked down the stairs. The thing is, it's not their fault, it's the awful state of the flooring. She also advised that she's had trouble with the LL as the heating doesn't work properly, and apologised multiple times.

We have written a letter to the LL asking him politely to sort the flooring out but have been ignored. He was also verbally advised of the problem last year a couple of times.

What I'd like to know is, how can we get him to sort it out? Is there an official way of doing it, or is it just Environmental Health? I don't want to make out that we think the tenants are at fault as they are a perfectly nice couple, but we are all (them and us) on edge due to the sheer amount of noise. She told me that they don't hear anything from us, as we have proper floor coverings with underlay etc to absorb footfall noise! She's asked him to sort the heating and floors out, to no avail.

Sorry for the essay... would really appreciate any advice.

    Move away. Otherwise put up with it. Trouble with pressuring the tenants is that the decent ones who care will move if you pressure them, whereas the ones who take no notice will stay

    Environmental health do noise inspections, details normally on council websites. But they are very unlikely to take action as long as the noise is generated by normal living patterns.
