Tax credit advice please

Hi all I was hoping someone could give us some advice.

To keep it brief i was in a quite well paid job up until September 2009 (£33k pa) when I was about to be made redundant and due to length of service found another role which fell through.
I found a new job in January which paid a lot less as would only offer 25hrs however was better than JSA. Because of the new figures given to tax credits they are withholding a payment of £1700 until they get confirmation of our end of year figures.
I have now been laid off again due to lack of work and we have all our end of year figures however TC will not take these until the renewal pack is shown as released on their system.
We are in real hardship with 2 children and this money would really help does anyone know if anything can be done to speed up the process?
