New kitchen/ window building regs?

Hi all,

Hoping somebody can help me with some advice on building regs.
Having a new kitchen fitted at the moment.

I have been told by the builder that no structural work is taking place so no building reg approval should be required. In terms of selling the house later on down the line, would I need anything from the planning office stating that building regs should not apply in this case?

Also, is he correct?

The work is:
1. Knock down partition wall (non load bearing) between kitchen and dining room.
2. Brick up existing kitchen door and replace kitchen window for a wider one (it can now take up some of the old space held by the door). There are already French doors out into the back garden in the current dining room, so we don't need 2 doors in the 'new' room. I am told the lintel above the window/ door at the moment runs across both, therefore the new wider window does not mean that the existing lintel needs replacing.
3. Move some lights, add power points, move gas slightly, etc (all the jobs you would expect when having a new kitchen fitted).

My worry is that I am missing something else, for example, does bricking up the existing door mean that the thermal elements regs would be in point re upgrading insulation in the walls?

I know that I need to check if the person putting the new window in is FENSA registered to comply.

Anybody got any advice, as you can probably tell I find this all a bit baffling!!!
