There isn't. You could check the Liverpool & Manchester Airport websites to see which normal airlines fly the route0

From memory, The airport Ryanair was using for Brussels refused to allow Ryanair to dictate what landing fees they would pay !

Ah yes I thought it might be something like that plus there may have been something about the European Commission saying the low landing fees represented an illegal subsidy plus the boss of Ryanair is not known for tact and diplomacy and probably told Charleroi airport and the European Commission to f--- off in so many words?
