Moneysaving Tips for ex Pats in France?

Dear MSers,
My mother-in-law has been living in France for some years now, and has been widowed for the last year.
She seems to be paying a fortune for utilities and I wondered if anyone can offer advice on all aspects of moneysaving in France?
Also, she always pays a fortune for clothes and gifts. Is there anywhere bargainous??
Any advice would be brilliant.
