EDF not coming to fix key meter

My friend has a key meter for her electric with EDF and despite many calls has been waiting 3 and a half months for them to fix the broken meter. They told her that if her money dropped below £1.00 they would come out to load some more money. It dropped below £2.00 yesterday so she called and they said she has to wait 1 more month for a new meter and has to be there for the next 24 hours so they can come to load more money. Where does she stand on this problem?
