Lima is rarely cheaper than £500, Klm can be good, consider Lan via Madrid.

Vietnam is perfectly safe.
I travelled all over including to parts where they rarely see tourists and it is so friendly.
Admittedly you take your life into your own hands every time you cross the road though :-)0
