my partner got a letter from the tax office stating that he was to be put on emergency tax even though:
he has worked continusly in the same job for 2 years
only has one job
has always handed in P45 etc
we have no other form of income
WHY would they be putting us on emergency tax?

Because your husband is probably one of the many thousands of people who have been sent the wrong tax code following the introduction of the new PAYE computer system. It has been widely reported in the media.
He needs to contact his tax office. It can be fixed over the phone but the helplines are really busy with other people in the same predicament as your husband. He could also write to his tax office, their address is on the coding notice, and they will correct the code.This is a system account and does not represent a real person. have tried ringing the tax office constantly for the past 6 weeks and its always(understandably) engaged0 -

BR isn't the emergency tax code - 647L is.
BR is the Basic Rate tax code which as he has only one job, is wrong. BR would normally be used for a 2nd job/income so the system probably has him down as having another job.0 -

Use the employer reference number to locate the correct office.
