Paint external door

Hi, simple questions but still...
I have an external wooden door next to my main entrance. It's only purpose is to house our gas and electricity meters. The door is quite old and the paint on it is flaking away.
For as cheap and as quick as possible, I want to remove the old paint and give it a new white paint coating. Our property is up for sale so the job is purely for cosmetic purposes.
Do I just need to sand off the old paint and then can I paint straight on to it with new paint? Also, do I just need water/weather proof white paint and where is it cheapest to get?

Although it pains me to say it, if there is no bare wood, or very little, just bung over any old white gloss paint you've got lying about.
If you want to do it properly, a combined water based primer and undercoat (about £10 from Wickes) and exterior grade gloss.
Or to do it forever (well nearly) sand down to within an inch of it's life, oil based primer, oil based undercoat X2, then exterior gloss X2. Your buyers children will thank you, on the other hand it will take 5 days in drying time alone, and will add about £0 in value to your house.

Thanks for your reply. I fully appreciate that it should be prepared properly and properly coated etc. Unfortunately I feel it is just one of those situation where this is just not necessary and cosmetic is more important!
