Just a quick update, I have been in touch with my local councillor and MP, I have also sent emails outlining the problem to the chief executive and head of the anti-social team for the housing association, also letting them know that I feel they have been ineffective at dealing with the incidents.
So while I feel like I may be getting somewhere and that there are people willing to try and help, I also have my windows boarded up after having come home last night to find them all smashed

So sorry to hear that you have been victimised again. I take it you reported this to the Police? Will this enable you to get a transfer into a different area?
Do think about the usefulness of Freedom of Information to back up your case and to challenge the usefulness of their procedures, by revealing the true extent of the nuisance over time and that particular household.
I had a landlord friend who had trouble with the flat she'd let to the council and felt the FOI made them sit up and take notice because it had the potential to reveal that they were slack in the area where she'd had a dispute with them.
Have you had any support or advice from Shelter on this subject on how to handle it? On many subjects, Shelter recommend keeping good written records, and I get the impression from the Housing board that disputes between tenants and landlords are better done by letter with copies kept and with sending receipts (proof of postage), than by email. Think this is because letters carry more weight in court and are less likely to be disputed as having been received, etc.
