letter before action for scam car

can anyone help
a friend bought a 2nd hand car three weeks ago from a garage.
As is usual he haggled with the owner of the garge and managed to get some knocked off the price.
After a few days it developed a leak in the radiator and some knocking noises from the engine, he returned to the garage and the man said oh just pout some radweld in it!! he did this but then after another few days the radiator went bang and flooded water out everywhere!!¬
He went bk to the garage to ask for them to collect the vehiclke and refund him his nmoney, but the man said no theres no warrenty cos u knocked me down on the price!!!
I then called into the garage pretending to be interested in a car, i asked if all his cars had a warrenty and he said no only those over £1000, i had already typed a letter from my friend rejecting the car undder trhe sale of goods act, so i first tried talking to him to get him to be reasonable and take the car back but he was a cocky little sh## so i then just handed him the letter, he then called after me and was very rude sayiung iam not doing nothing about this, it will cost u a lot of money to take action against me etc etc, i just left as he was quite threatening.
The letter gave him 7 days to collect the vehicle, he hasnt, so what does my friend do now??
dont think we have a trading standards here?? is the only solution to take him to court?? and if so is the next step a letter before action?? and how would i word that??:mad:
