Steps To Becoming A Management Company

Hi All,
I was wondering if anyone had previously set up a management company and knew the steps in doing so?
I live in a block of flats that is not really being managed properly, and a group of us would like to take responsibility for the management.
I understand we would have to engage the freeholder but obviously don't know the details.
Any info much appreciated.
