The loft conversion itself (in the manner you describe, with no separate access) would not require planning permission (although any dormer windows may). A detached garden room (if self contained) would require planning permission, as it's more than 'ancillary' to the main house. Out of the two options, converting the loft would be far less problematic in terms of planning permission!
