Icing for biscuits that hardens

I make empire biscuits quite a lot and take them into work. They are yum but the icing never seems to set! I just use icing sugar and water. By the time I drive to work and they have bumped about a bit in the tin they all stick together. Anyone got any suggestions as to how to make the icing set? Ta Emma

Royal icing, like the traditional stuff you make with egg whites for Christmas cakes is what you want for biscuits. I've just done biscuit-icing with a group of kids & although for convenience I bought in a tub of royal icing, it set so well that they were able to take their biscuits home completely set, rather than the usual wet squishy mess you get with kids putting too much on.
