Icing for biscuits that hardens

I make empire biscuits quite a lot and take them into work. They are yum but the icing never seems to set! I just use icing sugar and water. By the time I drive to work and they have bumped about a bit in the tin they all stick together. Anyone got any suggestions as to how to make the icing set?

I think Royal Icing sets better than glace icing (its made with egg whites so I think it hardens better).I have a gift for enraging people, but if I ever bore you it'll be with a knife

you want more of a royal icing consistancy than fondant icing
the difference between the 2 is egg white, royal icing has egg white as its liquid and VERY little water, 1 egg white to half pound of icing sugar, and 1 tsp water will give a firm icing
i use a palette knife in warm water to spread on things like empire biscuits0 -
I make Empire Biscuits once a week, The best way to ice them which hardens is icing sugar made with milk. I also add a drop of vanilla. Just make sure it's not runny. I have always understood that citric acid helps it set, though if you don't have baking quality citric acid use lemon juice, though it takes a while to set with lemon juice. I usually add some lemon juice to icing, and it helps it to set a little. Best bet is to make it with egg white AND lemon juice.Trust me - I'm NOT a doctor!0
