Help- Paypal Scam?

Hi there i was wondering if you guys could help me here. I am asking advice on behalf of a family member. Basically my cousin got this message from paypal;

It sounds very much like a spoof email although it seems strange that your cousins registered name is included

Phone paypal and ask them. If this is a scam I haven't come across it before and it well worth researching.

YOU COULD ALWAYS FORWARD THE E-MAIL TO SPOOF@PAYPAL.COM AND THEY WILL LOOK INTO IT AND LET YOU KNOW IF IT IS REAL OR NOT.

if you google the address it does come up as paypal on their site0

Using your real or user name isn't a failsafe method for identifying spoofs anymore - some of them are getting more convincing.My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
try log in to paypal and see if it lets you in - if it has been a genuine email then there will be a "limited account" put on to the account so you will know if it is genuine ornot )Never do things tomorow when you can do them today.0

It is genuine. I had to do this in November 2004. My email said something about dealing with someone on FSA blacklist. I could never get to the bottom of it all I had done was sell a few pairs of football boots, but as I had about £200 in my account I had to do it to unlock my account.
Blame the war on terror etc. for making the world a "safer place"(".)0
