linked garage conversion 2 story, cost.

Me and my husband are looking at buying a different property but the house is a semi detached on one side and has the property's garage the other side, then the next door neighbours garage is attached to what would be ours.
Can I still convert garage even though it is attached to next door neighbours garage?
Can i convert garage and make it 2 story?
What sort of price would either of these be I am in Gloucestershire and struggling to get a rough idea of cost or whether we would be allowed to convert.
Not sure id it makes a difference but the garage is set back from the house by few foot.
If this wasn't an option we were thinking of maby an attic conversion the property as it stands is a good size 3 bed and has a lot of attic space but again we are unsure on price anyone got an idea?
if we converted the attic thought we would still need to convert the gaage as my husband needs an office at home.

My garage joins neighbours but we have bathrooms above. I am currently about to get a conversion - wc/whb and a room. £6500 was one quote £9800 the second quote.
