Genuine faulty car part?

Somebody damaged my parked car and drove off about a month ago. Since then I had been getting quotes to get it repaired but decided on actually fitting the parts with my brother (who is a mechanic) and just getting the parts and then them getting sprayed and blended.
I bought these genuine Kia parts for my car through SG Petch and they arrived about two weeks ago. My local garage sprayed them for me last Wednesday and Thursday (that was their earliest appointment) and I went to fit the front wing yesterday. Since I was fitting them with my brother all I needed was for the parts to be sprayed and blended off the car which the garage said they could do. I removed the damaged front wing and was about to put on the new front wing to find out that there is an actual piece missing on the new front wing. The damaged front wing has a welded piece which you bolt onto the chassis whereas the new part is missing this piece. The piece is vital as it also holds the bumper and wing in a stable position.
Before I call them I just wanted to get some more information about my rights and things like the sale of goods act? Who is responsible, the manufacturer (Kia), SG Petch or me? Am I in the wrong because I didn't check the part as soon as it arrived - In hindsight I should have checked the part but that would have meant removing the wing (which isn't an easy job, took me about an hour to do) checking to see if they are both exactly the same, then putting the damaged wing back on and then taking the car and wing to the garage to get it sprayed. I didn't do this though because it was a genuine OEM part and they matched the part to the correct model of my car.
Help me please?

well is the part in question included with the wing assembly?
most often all parts are separate with dealers0 -
Yeah it is actually welded to the damaged wing assembly but on the new wing it is missing it. Well it isn't actually welded, what I meant is that the little corner piece (that's what it looks like) is part of the damaged wing assembly. As if when the wing assembly was made it had that included altogether, in the new one it is just missing it as if it didn't. I will try to upload a picture somehow0

How do you know it's damaged/faulty and not just a slightly different design. Have you made sure that you ordered and received the exact part for your model AND year of car? What you really need is a parts diagram which will show you that part in question to see if it comes with that corner piece or if the piece is added later. Personally I'd go to a dealer to check you have the correct part before getting back on to the retailer, who if anybody is the one you need to claim against.0

No you are wrong. I didn't forget to order that part. This corner piece that is attached to the damaged wing is PART OF the wing. On the new wing it doesn't have this bit.0 -
What's the model and year of your Kia and what is the part # of the wing you received?0

maybe its because it comes as a seperate part??0 -
if the part has been mis manufactured then it wont be a problem
just return it and it will be obvious the part is missing
if it truly is a separate part then you will just have to pay out0 -
Can the missing bit be transfered from the old wing to the new wing?
I know you said welding is involved.0
