Car Repair Problems - What are my legal rights?

Hi all,
I am desperately seeking some advice. Our car broke down and we took it to the local garage. They stated that it was the water pump, cam belt and the head gasket as well as the engine ignition. We agreed for them to fix it at a price of £604.28 (thats the labour, parts & VAT altogether). They fixed everything apart from the engine ignition. It turned out that this was not the problem. They then said that it looks like it might be the ECU. They looked into this and put a new one in a programmed it all. The car still would not start. They had then has the care for 21 days. They didnt know what to do and so sent it to a fellow garage to look at it. They fellow garage said they would look at it after the weekend and spend no more then 2 hours on it asd he charges £45 per hour plus VAT and to spend more time then that on it would not be worth it due to the value of the car. Monday came and went and the bloke still hasnt even looked at the car. Come friday it will be 28 days they have had the car for. We have had to borrow a family memebers car which has also been inconvinient to them. We are sick and tired of waiting for the car. They wont tell us how long it will take and i fear that more cost is going to be added to the £604.28 that we originally agreed. Could anyone tell me what my legal rights are as surely this is unlawful what they are doing by havibng our car for almost 28 days, not telling us when we will get it back and possibly adding more to the agreed cost. Any help would be great. Thank you all
