You are correct, they are not enforceable. For further reassurance I recommend that you post this question over on the "Parking Fines, Tickets & Parking" subsection of this forum. What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

If it's parking eye then it's not a problem. Unless you respond to or enter into dialogue with them.Four guns yet only one trigger prepare for a volley.Together we can make a difference.0

Hang on a minute, your girlfriend parks in B&Q to attend a course elsewhere, presumably she does this to avoid paying for parking elsewhere (though surely her employer should have paid for her to park if they sent her on a course) and now you’ve been caught out, though stupidly admitted it on here ... you’re pathetic, man up, pay the ticket and in future pay the couple of quid to park somewhere else ... what is this country coming to, people do a dodgy, know they’re doing it, get caught out, and then try and look for a technicality, is it any wonder the country’s knackered with people like you playing the system ..

Yes, she is in the wrong taking advantage of a supposedly free parking place, knowing that the company providing that place would get no revenue from her. And, yes, she should have gone to a car park that was designed precisely for the form of parking she was seeking and paying a fair price for that facility.
However
£80 is a totally outrageous sum to charge for parking for a day and in no way reflects the true cost of the facility offered. It is no argument that this is a "fine" for "illegal" parking because there will have been no by-law passed that she could not park there and no one can issue "fines" other than a court of law. The only "crime" she might be caught out on would be one of trespass.
She has done nothing illegal and if Parking Eye want to extract the money from her then they should take her to court and see what result they get from that - but we all know they won't because their entire business would collapse on the publicity surrounding the end result of the case which would be that it would be thrown out. They also have to establish who was driving the car before they can issue court proceedings so if she doesn't correspond with them (and she doesn't have to), they can't do it.
Personally, I would totally ignore any correspondence from Parking Eye because they already extract these outrageous sums from uninformed motorists who think it is a parking fine and that they will end up in court if they don't pay up. Be prepared for bullying tactics of increasingly threatening letters, letters from non-existent solicitors etc. but they will still result in no action at the end.
If the person wants to salve her conscience over the fact that she took advantage of B&Q then she can easily put things right by buying her next pot of paint from them.0
