Euro Car Parks "Parking Charge Notice" - can they get £70?

Does anyone know the law about 'parking charges notices' on private pay and display car parks?

We have just landed a ticket headed "Parking Charge Notice" from Euro Car Parks after being 20 mins over our 2 hours pay and display. They say we should pay £70 (£50 for early payment).

Have they any legal right to enforce what seems like a fine that only a court should apply?

Any advice please??

    But to be honest I think you will have to pay up - fact is you paid up for 2 hours and you went over that time by 20 minutes.

    simpleton, i would advise you to appeal against it anyway. They might excuse the fine as a goodwill gesture if you write a charming little letter.
    The reason people don't move right down inside the carriage is that there's nothing to hold onto when you're in the middle.
