What to offer!!

Before I ask this question I realise that it's not a black and white scenerio, however, I would like some opinions please.

I have had my eye on a flat that's been on the market at 100K for over a year. I know that the flat suffered a flood recently which has required all flooring to be pulled up and not replaced. THe price has remained the same. The flat is unoccupied and is yet to have any offers.

I have no where to sell and technically a first time buyer, I'm considering an offer, where should I start!

    I'd reluctantly pay 90K so I guess 80K may be a good starting point!
