Draughtproofing UPVC Windows

Anyone know any good-looking and inexpensive ways of draughtproofing UPVC windows that are not perfectly draught-free? We are 200 ft above sea level in the north of Scotland. In our previous house we got C R Smith to fit windows - we're missing them here. The firm that made/fitted the ones in our current house have gone out of business.
Today it's blowing a gale and snowing.
Our electricity bill for the winter quarter in our 4 bed end of terrace 1970s house was nearly £750 and most of that was on half-price tariff (Total Heating with Total Control). There's no gas here and the open fireplace is in an inconvenient location in the house.
Kind regards
Peter
