Help - How Much Should I Offer

Hi we have got an offer for our house which is £10,000 Lower than the what we wanted,
now the property we like is this one

on the market @ £195,000 it was listed late 2009.
Roughly using the % loss on our House,
Would a Bid Of £181,000 be insulting to the vendor, realistically i would hope to get it for £185,000 to cover for £10,000 deficit
as we do have other houses in Mind in the same price band & Area , but this is our favourite.
Any Help and Advice gratefully appreciated , as this is only the 2nd time i have been in the market, the first time was 13 years ago and things have moved on since then.

    Update the agent has said the vendor is looking for £189,000

    i would go in around the 180k mark, i dont think its insulting, the worst theya can say is no, if you went in at 187k for example and they accepted you will wish you had of went in lower
