Scottish couple, advice on seeking return of deposit.

Hi all,
Me and my partner were renting a flat in Glasgow through an agency. We moved in on the 1st of October 2005 and moved out on the 1st of April 2006.
When we moved out there was a delay in getting receipts for council tax and bills. Once these were received they were posted on to the letting agents. Due to moving properties a couple of times and various other things we didn't get the deposit back. It is only now looking through old paperwork we found the contract for the flat.
Would anyone be able to suggest the next step to reclaiming this deposit? Having contacted the letting agents they deny ever receiving the receipts (and I have no way of proving they were sent. Foolish mistake I know). They are asking us for either proof of payments or receipts from the council and energy suppliers. I do not have any of these and it is proving to be awkward to get copies of these (as I believe I paid cash. Having poor credit at the time I had no Visa Debit/Credit Card etc).
Any advice would be greatly appreciated.

For the council tax it should be pretty easy to get a copy of the a bill showing there is now no balance outstanding. Give them a ring and ask.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

Complain in writing to the E.A that is holding your deposit & copy the letter to the Scottish Association of Landlords who will be interested in one of their members behaving like this.
