OP you should name the broker.

A lot of us on here bought through brokers for the scrappage deals and I dont think anyone was told the log book would be withheld!0

Seen this a few times and used to police it in a previous life.
Whats happening in this particular case is the car is being sold by the manufacturer to a fleet company who are receiving a set discount for promising to purchase x number of cars from them. They have promised the manufacturer these cars are for a specific purpose (ie company cars for their employees) and will not be sold on. If they are sold on they the manufacturer can claw back their money.
They are then shifting these cars straight on to the likes of the OP and pocketing some of the discount.
This counts as a fleet sale and not a retail sale. That hurts retailers hard in the pocket and they dont like this.
This is not the same as a drive the deal type broker who negotiates directly with retailers and trades on their margin.
The guys you are dealing with are defrauding the manufacturer.
In terms of impact on you - you will be the second owner of the vehicle and with them retaining the logbook you may have issues proving ownership and getting insurance may be a little more complicated.
If you do name the broker (whom I suspect is based either in the midlands or northern UK) then they will have their terms pulled within 24 hours by the manufacturer unless they can prove every car sold in last 6 months is physically there. Skoda are hot on monitoring any sites using their name and my guess is this thread is being watched closely.
Personally I wouldnt deal with these guys - go through a reputable broker.
If the OP wants to msg me I can reccomend a dealer who will try and match your price and do it legit. If it cant be done they they will tell you.

Hi, I bought my last car this way. It was a £21000 car delivered to my door, for which I paid £17000. The lowest I could get, at the time, from a franchised dealer was £19500. I didn't have any problems with insurance or V5 although I suppose the only drawback would have arisen if I had wanted to sell within the first 6 months. The franchised dealers supplying to third parties this way are increasing their numbers and therefore getting larger discounts for buying in bulk and still making a small amount from the sale. Buying online made a pleasant change from having to visit a showroom and be fed with bucket loads of bull****.0

In the case of drive the deal or other regular brokers this would be correct.
With these guys the dealer is simply paid a delivery payment to deliver the car as its a fleet sale. These cars have been bought direct from the manufacturer. Thats why they need to retain logbooks in case they are audited.
Regular brokers buy in bulk but are more than happy to provide the ownership docs with the car as there is nothing dodgy going on.
If these guys borrow money and use the car docs as collateral OP could have real issues further down the line. Need to highlight that I am not anti broker but these are not retail brokers.0
