Is it possible to build a conservatory covering the back side of a linked garage (link-detached house), or the 1m from boundary requirement is a must ? If not, what other options are available to utilise that space, e.g. can I put a wooden gazebo/shed there, backing the fence?

My conservatory was built with full PP right up against boundary fence.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
