The ladder case is not the same - the fault lies with the vehicle who dropped it because it wasn't lashed down properly. In the OP's case, the lorry and council vehicle were simply going about their normal business. Vehicles do sometimes need to stop; as a driver you should be aware of the possibility.0

Thats incorrect. Yes the driver who dropped the ladder is at fault in not securing his load, but it does not absolve the following drivers from safe driving.
Ask yourself why the 1st 2 stopped but the 3rd didn't??;)
In answer to the original question from the op;

In a case such as yours, yes. The 2 lorries didn't hit each other, they stopped under emergency conditions, it was you who failed to react,I like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)
