Go to start button Devices and Printers add new printer, add network printer and put in the name of the desktop pc/printer . Ensure on the desktop that the printer is shared. (right click on the printer on the desktop and select share this printer)
Also make sure that your firewall if you have one on either of the PCs allows printer/file sharing.

Can you see the printer from the netbook?

If not, put the netbook in the same workgroup as the Vista machine (right-click My Computer -> properties and change settings).

If you have a shared folder on the desktop try to access it with the netbook, if you have an error message then your network isn't configured correctly. Otherwise check your firewall settings. Then try installing the printer to the netbook.

You need to open the start menu, right click on 'My Computer' (just 'Computer' in Windows 7) then click on properties.

Look at what the workgroup is. They should both be the same. If they are not, you need to change one or the other to match. Click on the 'Change Settings' to do this. You'll have to reboot after that.

It sounds like you need to turn on Network Discovery on the netbook then. I can't think of anything else.

Go to Control Panel, then click on 'Network and Sharing', then on 'Change advanced sharing options'.

Expand any neworks there and click the 'Turn On Network Discovery' option.

    That should do it (hopefully!).
